  1. Government Fee: Startup Odisha Recognition application fee is NIL. Central DPIIT Startup India application fee is NIL. Class 3 Organizational DSC procurement cost (Rs.2,500 - Rs.4,000, 2-yr validity) is billed at actuals (Enriched / Supreme). Trademark government fee Rs.4,500 per class (with DPIIT/UDYAM 50% rebate for recognised startups, from base Rs.9,000) is billed at actuals (Supreme only). Our fee covers professional services - advisory, document preparation, pitch drafting or reviewing, application filing, and query response handling across the included registrations.
  2. GST on Our Fee: All quoted prices are exclusive of GST @ 18%, charged at checkout.
  3. Scope - What's Included: This service covers application filing and registration only - (a) Startup Odisha Recognition (all tiers), (b) Central DPIIT Startup India recognition (Enriched / Supreme), (c) Class 3 Organizational DSC procurement (Enriched / Supreme), (d) Trademark application in 1 class on proposed-to-be-used basis under Section 18 of the Trade Marks Act, 1999 - search + document preparation + filing on IP India portal (Supreme only).
  4. Scope - What's NOT Included: We do NOT provide advisory, application support, or assistance for any of the following: (a) Odisha Startup Policy benefit applications - need-based grants up to Rs.10L, marketing assistance up to Rs.5L, patent reimbursement, trademark fee reimbursement, stamp duty exemption, power tariff subsidy, state GST reimbursement, incubation centre matchmaking, state tender preference applications, Startup India Showcase nominations. (b) Section 80-IAC IMB tax-holiday application. (c) Section 56(2)(viib) angel tax declaration. (d) GeM seller registration, SIDBI loan applications. (e) Patent filing / prosecution / opposition. (f) Trademark examination response / hearing / opposition / renewal. (g) Trademarks beyond the 1 class included in Supreme.
  5. Eligibility Requirements: Per the Odisha Startup Policy: (a) Entity must be Pvt Ltd / LLP / Registered Partnership Firm - sole proprietorships and OPCs are NOT eligible for Startup Odisha recognition. Entity must be registered in Odisha OR employ at least 50% of total qualified workforce in Odisha. (b) Not older than 5 years from incorporation (10 years for Biotechnology startups). (c) Annual turnover not exceeding Rs.25 crores in any preceding FY. (d) Working towards innovation / development / deployment or commercialisation of new products, processes or services driven by technology or IP - scalable for commercial success. (e) Must not be an extension of an existing family business or formed by splitting / reconstruction of an existing business.
  6. Trademark Scope (Supreme Tier): Includes 1 trademark application in 1 class on PROPOSED-TO-BE-USED basis only (Section 18 declaration). Includes trademark search across IP India + WIPO databases, class selection, goods/services description drafting, document preparation, and online application filing. EXCLUDES: examination response, hearing representation, opposition handling, oppositions filed by third parties, registration of additional classes, used-mark proof preparation, and renewal (every 10 years). These are quoted separately if needed.
  7. Refund Policy: Full refund of professional fee (less Rs.999 documentation handling) is available if Startup Odisha application is not filed within 7 working days from receipt of complete documents + clear innovation pitch. Pro-rata refund applies after partial milestone completion. DSC and Trademark government fees once paid are non-refundable.
  8. Out-of-Scope Items (Explicit List): GeM seller registration, SIDBI loan applications, MSME / Udyam registration, GST registration, EPF / ESIC registration, Section 80-IAC IMB application, Section 56(2)(viib) angel tax filing, ROC annual compliance, Patent filing, additional Trademark classes, trademark used-mark proof preparation, post-filing TM examination response / opposition / renewal, and ALL benefit / grant / subsidy / reimbursement applications under any state or central startup policy are NOT included and are NOT offered by us under this service.

Important Notes

  • Recognition is NOT the same as benefits. Once you have the Startup Odisha Recognition Certificate, you still need to APPLY SEPARATELY for each benefit (grant, marketing assistance, patent reimbursement, etc.) - and most have their own application forms, evaluation criteria, and approval timelines. Startup Odisha provides additional benefits and financial support for eligible women-led startups and startups founded by transgender entrepreneurs or founders belonging to SC/ST/SEBC/PH categories. Recognised startups generally receive a monthly allowance of Rs.20,000 for up to one year (subject to fulfilling qualifying conditions). For startups where Founder(s)/Co-Founder(s) are Women, Transgender, or from SC/ST/SEBC/PH categories with at least 50% equity, the monthly allowance is enhanced to Rs.22,000. Additionally, such startups may receive financial assistance of up to Rs.16 Lakhs towards product development and marketing/publicity support, subject to approval and policy conditions. To avail these benefits, women, transgender, or SC/ST/SEBC/PH founders or co-founders must hold at least 50% equity ownership in the startup entity. The final approval and disbursement of benefits are subject to eligibility verification and the applicable Startup Odisha Policy guidelines.
