TERMS & CONDITIONS

By subscribing to the above plans, you agree to abide by our following additional terms and conditions

  1. Government Fee: OLWF Registration fee is payable to the Odisha Labour Welfare Board (typically Rs.0 – Rs.500 per current state notification) — billed at actuals. Our professional fee covers advisory, Form A drafting, Welfare Commissioner liaison, worker mapping, and post-registration support.
  2. GST on Our Fee: All quoted prices are exclusive of GST @ 18%, charged at checkout.
  3. Contribution Rates Are State-Notified: Both employer and employee contributions under OLWF are nominal per-worker amounts notified by the Odisha Labour Welfare Board. These rates may change from time to time by state notification. We share the current applicable rates on the discovery call. Contributions are paid half-yearly (typically by 15 January and 15 July).
  4. Mandatory Coverage Threshold: OLWF Registration is mandatory under the Odisha Labour Welfare Fund Act, 1996 for establishments in Odisha employing 5 or more workers. Coverage extends to all employees / workers as defined under the Act (subject to wage / category exclusions per state notification). The discovery call covers eligibility specific to your establishment type.
  5. Odisha-Only Scope: OLWF is a state-specific registration applicable only to establishments located in or operating within Odisha. If you have branches in multiple states, each state has its own Labour Welfare Fund (e.g., Karnataka KLWF, Maharashtra MLWF, Tamil Nadu TLWF) — we cover only the Odisha registration under this service.
  6. Worker Capacity per Plan: Elemental covers worker mapping for up to 10 workers. Enriched up to 25 workers. Supreme up to 50 workers. Additional workers beyond plan limits are billed at Rs.99 per worker mapping.
  7. Refund Policy: Full refund of professional fee (less Rs.999 documentation handling) is available if OLWF application is not filed within 7 working days from receipt of complete documents. Government fee and any costs if already paid to the Welfare Board are non-refundable.
  8. Half-Yearly Compliance Out-of-Scope: Plans do not include ongoing half-yearly contribution filing beyond the included tier scope (Elemental: 0 cycles; Enriched: 1 cycle; Supreme: 2 cycles in first year). Welfare Inspector visits / inquiries, worker grievance handling, individual benefit claims, and prosecution defence are not included.
  9. Out-of-Scope Items: Labour Welfare Fund registrations of other states (Karnataka, Maharashtra, Tamil Nadu, Delhi etc.), Building & Other Construction Workers (BOCW) Welfare Cess, Odisha Shops & Commercial Establishments Act registration, Odisha Factories Act registration, ESI, EPF, Professional Tax, and any worker-side benefit claims (scholarships, medical reimbursements, housing scheme applications, funeral assistance) are not included under this service and are not offered by us as scope for OLWF service.
OLWF Registration by Legal Terminus

Legal Terminus Priority

Odisha Labour Welfare Fund (Olwf) Registration may look simple, but incorrect employee classification, delayed registration, or missed contributions can create compliance issues and unnecessary notices from the Labour Department. Proper registration and timely contribution filing help establishments stay compliant under the Odisha Labour Welfare Fund Act.

With LT Priority, your OLWF Registration is handled on a fast-track basis with dedicated professional support, priority filing, and continuous coordination throughout the process.

What you get

  • Priority processing for faster OLWF Registration and Establishment Code allotment
  • 📑Professional review of employee details, establishment category, and contribution applicability
  • Senior compliance expert verification before filing submission
  • 📲Real-time updates and dedicated support during the registration process
  • 💼Guidance for first contribution filing included in Enriched & Supreme Plans

Important Notes

  • OLWF is state-specific. If you operate only in Odisha — this is the only LWF you need. If you operate in multiple states — you need separate LWF registrations in each state (Karnataka KLWF, Maharashtra MLWF, etc.). We cover only the Odisha registration under this service.
  • OLWF contribution rates are not the same as ESIC / EPF / Professional Tax. OLWF is a low-rate, half-yearly, nominal-amount contribution funding worker welfare schemes — not a high-rate payroll deduction. Don't confuse it with social security contributions.
  • Missed registration / contribution leads to Welfare Inspector visits, recovery proceedings, and small per-day penalties. Individually small; collectively (across multiple half-years missed) they add up. Keep the calendar straight.
  • OLWF benefits (scholarships for workers' children, medical assistance, housing scheme, funeral assistance) are paid by the Fund to individual workers — not to the employer. As employer, your role is registration + contribution + worker enrolment. Worker-side benefit claims are out of our scope.

Why Register for OLWF

Odisha Labour Welfare Fund (Olwf) Registration is a mandatory labour compliance for establishments in Odisha employing 5 or more workers, under the Odisha Labour Welfare Fund Act, 1996. The scheme is managed by the Odisha Labour Welfare Board under the State Labour Department. Under this registration, both the employer and employees contribute a small half-yearly amount towards the Labour Welfare Fund. In return, workers and their families may become eligible for various welfare benefits offered by the Board, such as educational assistance, medical support, welfare schemes, recreational facilities, and other employee welfare initiatives.

Apart from statutory compliance, OLWF Registration reflects responsible employment practices and helps establishments avoid penalties, notices, or compliance issues arising from non-registration or delayed contributions. The contribution amount is nominal, but the long-term welfare benefits for employees can be significant.

Types of OLWF Registration

01

Factory Establishments in Odisha

Manufacturing units, workshops, food processors, garment makers, mineral / steel-allied industrial units in Odisha covered under the Factories Act, 1948 plus OLWF Act. Coverage from 5 workers. Common across Odisha's industrial belts (Bhubaneswar, Cuttack, Rourkela, Angul, Jajpur).

02

Shop & Commercial Establishments in Odisha

Retail outlets, offices, restaurants, hotels, cinemas, banks (branch-level), and other commercial establishments in Odisha covered under the Odisha Shops & Commercial Establishments Act + OLWF Act. Coverage from 5 workers. The most common category.

03

IT / BPO / KPO Establishments in Odisha

IT services firms, BPO / KPO outfits, software companies operating from Odisha (especially Bhubaneswar's IT corridor). Covered as commercial establishments under OLWF. Worker count includes all on-roll employees + outsourced staff where applicable.

04

Hotels / Hospitality Establishments in Odisha

Hotels, restaurants, banquet halls, resorts, tourism establishments in Odisha (Puri, Konark, Bhubaneswar, Cuttack, tourism circuits). Covered as commercial establishments under OLWF. Higher worker churn typical — keep worker list updated.

05

Construction / Real Estate Establishments

Construction companies, real estate developers, infrastructure contractors operating in Odisha. Note: Construction workers are covered separately under the BOCW Welfare Cess (different framework); the establishment itself is covered under OLWF for non-construction-worker staff.

06

Mining / Mineral-Allied Establishments

Mining companies, mineral processing units, mineral-allied service providers operating in Odisha's mining belt. Covered under OLWF for office / supervisory / non-mining-worker staff. Mining workers may have separate coverage under specific mining welfare frameworks.

Benefits of OLWF Registration

OLWF benefits are paid by the Fund directly to workers (not to employers). The benefits below describe what your registered workers and their families become eligible to claim — actual claims are filed by the workers individually with the Welfare Board (not by us under this service).

Educational Scholarships for Workers' Children

The Welfare Board offers scholarships to children of registered workers for school, college, professional education, and skill development — subject to per-scheme eligibility (income, academic performance). One of the most utilised benefits across Odisha.

Medical Assistance & Health Camps

Medical reimbursement / financial assistance for major surgery, chronic illness, hospitalisation expenses of workers and their dependants. Periodic health camps organised by the Welfare Board across districts. Eligibility and amount subject to fund availability and scheme rules.

Housing Scheme Support

Subsidised housing loans / housing assistance schemes for registered workers — in partnership with state housing agencies and HUDCO-linked schemes where applicable. Application process is worker-side via the Welfare Board.

Recreation, Sports & Cultural Facilities

Funding for worker recreation centres, sports facilities, cultural events, library facilities at industrial estates / commercial areas. Some establishments coordinate worker participation as a CSR-aligned engagement.

Funeral Assistance & Death Benefits to Dependants

Lump-sum funeral expense assistance and financial support to dependants in case of worker's death (whether employment-related or otherwise). One of the most claimed benefits given workforce demographics.

Statutory Compliance + Inspector Avoidance

From the employer's perspective: avoiding Welfare Inspector visits, recovery proceedings under the OLWF Act, and per-day penalties for non-registration / non-contribution. The compliance value alone justifies the nominal contribution.
